भारत में समावेशी शिक्षा एवं दृष्टि बाधित विद्यार्थियों की शिक्षा: एक परिदृश्य

Abstraction :-
समावेशी शिक्षा वर्तमान भारतीय शिक्षा प्रणाली का एक महत्वपूर्ण उद्देश्य है, जिसका मूल आधार समानता, सामाजिक न्याय तथा प्रत्येक बच्चे के शिक्षा के अधिकार की सुनिश्चितता है। प्रस्तुत शोध–पत्र में भारत में समावेशी शिक्षा के संदर्भ में दृष्टि बाधित विद्यार्थियों की शिक्षा की वर्तमान स्थिति, प्रमुख नीतियों, कानूनी प्रावधानों, व्यावहारिक चुनौतियों तथा भविष्य की संभावनाओं का विश्लेषण किया गया है। अध्ययन में समावेशी शिक्षा की अवधारणा, दृष्टिबाधिता की प्रकृति, दिव्यांगजन अधिकार अधिनियम, 2016 (RPWD Act, 2016), भारतीय शिक्षा प्रणाली के संवैधानिक प्रावधान तथा राष्ट्रीय शिक्षा नीति, 2020 के अंतर्गत दृष्टि बाधित विद्यार्थियों के लिए उपलब्ध शैक्षिक अवसरों का विस्तृत विवेचन किया गया है।
शोध–पत्र यह स्पष्ट करता है कि यद्यपि भारत में समावेशी शिक्षा को बढ़ावा देने हेतु अनेक नीतिगत एवं विधिक प्रयास किए गए हैं, तथापि विद्यालयों में सुलभ अधोसंरचना, प्रशिक्षित विशेष शिक्षकों, ब्रेल एवं डिजिटल शिक्षण सामग्री, सहायक तकनीकों तथा समावेशी शिक्षण पद्धतियों की उपलब्धता अभी भी पर्याप्त नहीं है। सामाजिक जागरूकता की कमी, संसाधनों का असमान वितरण तथा प्रभावी क्रियान्वयन का अभाव दृष्टि बाधित विद्यार्थियों की गुणवत्तापूर्ण शिक्षा में प्रमुख बाधाएँ हैं। अध्ययन में यह भी प्रतिपादित किया गया है कि सहायक तकनीकों, शिक्षक प्रशिक्षण, सुलभ अधिगम संसाधनों, सकारात्मक सामाजिक दृष्टिकोण तथा प्रभावी नीतिगत क्रियान्वयन के माध्यम से दृष्टि बाधित विद्यार्थियों की शिक्षा को अधिक समावेशी एवं प्रभावी बनाया जा सकता है। यह शोध समावेशी शिक्षा की दिशा में वर्तमान परिदृश्य का विश्लेषण प्रस्तुत करते हुए शिक्षा नीति–निर्माताओं, शोधकर्ताओं, शिक्षकों एवं विशेष शिक्षकों के लिए उपयोगी सुझाव प्रदान करता है तथा एक ऐसे शिक्षा तंत्र की आवश्यकता पर बल देता है, जिसमें प्रत्येक दृष्टि बाधित विद्यार्थी समान अवसरों के साथ गुणवत्तापूर्ण शिक्षा प्राप्त कर आत्मनिर्भर एवं सम्मानजनक जीवन जी सके।
